CAD Text & Dims cause delay DGN Purging anonymous blocks

I think DXFOUT is the way to go. DGNPURGE may change some linetypes.

Audit > purge > dxfout, open dxf file Audit > Purge
There are allot of linetypes and styles that cannot be purged.
Allot of * anonymous blocks.

DGNPURGE
can also use but may affect line types
